At our annual meeting October 9, 2012, the advisory panel approved a request
to change the name of our scholarship from Bandon Submarine Cable Council
Scholarship to Bandon Submarine Cable Council’s Lenny Montalbano Memorial
Scholarship. The Board then approved the name change on October 19. The name
change has occurred on all Oregon Student Assistance Commission materials for
this year. OSAC also requested a picture and caption to place on their web
site. Lenny’s widow provided the picture and the caption follows:

Lenny persistence on protecting the ocean and fishermen’s right to fish was a
key factor in forming Bandon Submarine Cable Council and our partnership with
AT&T. Lenny sold his trawl vessel before the official start of BSCC and
therefore did not meet the first requirement essential to be a Bandon Cable
member; you have to be a trawl fisherman. It is because of his selflessness
and many more honorable traits that we honor Lenny Montalbano by naming our
scholarship in his memory.

Bandon Submarine Cable Council created partnerships with two organizations
formed to help protect our fishing grounds and we would like to thank SOORC
and FISHCRED and all of the folks in FINE and NSAT for their hard work and
gallant efforts. And of course our special thanks to Nick Furman, Dungeness
Crab Commission and Laura Anderson, FISHCRED.
Since 2011, BSCC has provided funds to the Southern Oregon Ocean Resource
Coalition (SOORC) to support their work on marine reserves and wave energy
development. SOORC is a community based organization that brings all ocean
users and stakeholders together to discuss ocean uses, direct and control
efforts to minimize affects on fishing grounds and coastal habitat. SOORC is
a proactive group, the first to come forward in Oregon to map the use and
value of the crab grounds in an effort to direct placement of wave energy
devises on the south coast.
In 2012, BSCC provided funds to Fishermen’s Information Service for Housing
Confidential Release and Essential Distribution (FISHCRED). FISHCRED is a
statewide commercial fishing nonprofit organization focused on data management
and support of marine spatial planning. FISHCRED has representation from
SOORC, NSAT, POORT and FINE fishermen’s organizations that developed local
ocean maps of their fishing grounds. All of the maps were combined into a
single aggregated map for each port area. These maps show where the most
socially important fishing areas are off the Oregon coast. The aggregated
maps were used in the revision of the Territorial Sea Plan.

Scholarship Committee appreciation |

BSCC would like to thank our scholarship selection committee for their
commitment, dedication and for the hours of hard work they have given so our
scholarship program can be so successful. In 2012 they had to review 69
applications and pick just two winners. We would like to give a special
thank you to Patricia Bodnar, Suz Kling and Sharon Martin for their service as
readers since the very first year of our scholarship committee. We would also
like to thank Tom Mitchell who has served for more than two years and we
would like to thank Jamie Doyle who experienced her first year on the team.

AT&T announced it will inspect the cables this summer but they have not
confirmed a date for this activity. The cables have been repaired a couple of
times close to landfall but inspection out to 700 fathoms, usually a routine
activity, has not been done for many years. The cable are supposed to be
inspected at least every five years but often are put off because of the
availability of the ships can can perform this activity. |

Marine Discovery Tours Project 22 |

This project has become one of the most popular field trips for schools in
Oregon. In 2011 we had 26 schools participate in the program with 1,023
students and 219 chaperones and teachers. The students were from Ashland,
Gresham, Sheridan, Canyonville, Eugene, Redmond, Newport, Prineville, Pilot
Rock, Silverton, Bend, Mt. Angel, Mitchell, Oakland, Junction City,
McMinnville, Vale and North Powder to mention a few.
So far we have provided these field trips for 9,291 students since 2002.

2013 Scholarship Recipients Announced |

Bandon Submarine Cable Council is pleased to announce the recipients of 2013
scholarships. The male recipient of $1,250 scholarship is Dylan Huff studying
psychology from Waldport, Oregon. Our female winner is Amelia Fitch from
Astoria, Oregon studying biology.
Past recipients still under funding: Samuel Ellison, Cornell University;
Leah Peterson, Oregon State University; Keegan York, Oregon State University.
There are also two other recipients who wish not to have their names used.
